The ASEAN Vision 2025 on Disaster Management seeks to position ASEAN as a global leader in disaster management. Towards this, ASEAN continues to build the professional capacities of its disaster management sector, showcase ASEAN’s expertise and achievements worldwide, and form strategic partnerships with global institutions for disaster management cooperation.

Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) 2024

From 14 to 18 October 2024, the Philippines hosted the Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) at the Philippine International Convention Center in Pasay City, in partnership with UNDRR. Ministers, officials, civil society leaders, youth groups, and private sector partners from across the region gathered under the theme “Surge to 2030: Enhancing Ambition in Asia-Pacific to Accelerate Disaster Risk Reduction.” The event built on the Sendai Framework Midterm Review and set the course for action in the final stretch to 2030.

Over five days, the conference examined how countries can mobilise financing for risk reduction, make disaster governance more inclusive and gender-responsive, and strengthen resilience at the local level. Delegates also brought attention to disaster displacement as a pressing challenge and underlined the role of science, technology, and innovation in reducing risks. The meeting concluded with the Co-Chairs’ Statement, urging governments and partners to step up ambition, investment, and cooperation so that resilience can reach communities most at risk across Asia-Pacific.

ASEAN issued a joint statement affirming its support for enhancing disaster risk reduction financing; leaving no one behind in disaster management through inclusive and gender-responsive disaster risk governance; leveraging science, technology and innovation in disaster management; and building local resilience.

7th Session of the Global Platform for Disaster Risk Reduction

Held in Bali from 23 to 28 May 2022, the 7th Session of the Global Platform for Disaster Risk Reduction (GP2022) was hosted by Indonesia and co-chaired with UNDRR. The gathering brought together representatives from around 185 countries to reflect on the theme “From Risk to Resilience: Towards Sustainable Development for All in a COVID-19 Transformed World.” It was the first Global Platform since the pandemic and served as a crucial midpoint review of the Sendai Framework for Disaster Risk Reduction 2015–2030.

The discussions centred on disaster risk governance, financing resilience, and linking disaster risk reduction with climate action and the SDGs. Particular emphasis was placed on inclusive participation, engaging women, youth, persons with disabilities, and Indigenous Peoples. Delegates underscored the importance of building effective multi-hazard early warning systems and ensuring that communities can act on warnings. The meeting culminated in the Bali Agenda for Resilience, which urged governments and stakeholders to integrate resilience into all development planning and investments, noting that proactive action is far less costly than responding to disasters after they strike.
